WATAUGA COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING, WEDNESDAY, DECEMBER 28, 2016
The Watauga County Board of Commissioners held a special meeting on Wednesday, December 28, 2016, in the Commissioners’ Board Room located in the Watauga County Administration Building. Those present were: Chairman John Welch, Vice-Chairman Billy Kennedy, Commissioner Jimmy Hodges, Commissioner Larry Turnbow, Commissioner Perry Yates, County Manager Deron Geouque, Clerk to the Board Anita Fogle and Planning & Inspections Director Joe Furman, and County Attorney Andrea Capua.
Chairman Welch called the meeting to order at 12:34 P.M. Commissioner Yates gave the invocation and Commissioner Turnbow lead the Pledge of Allegiance.
Mr. Joe Furman presented a timeline of events surrounding the recent Supreme Court ruling which upholds the General Assembly’s abolishment of the Town of Boone’s Extra-Territorial Jurisdiction (ETJ).
After discussion, Vice-Chairman Kennedy, seconded by Commissioner Turnbow, moved to schedule a public hearing to allow consideration of and public comment on a proposed sixty (60) day moratorium on development approvals required for land uses subject to the Watauga County High Impact Land Use ordinance in the ETJ.
After further discussion and a review of the categories included in the High Impact Land Use Ordinance, the following vote was taken:

Nay-1(Yates)
Vice-Chairman Kennedy, seconded by Commissioner Turnbow, moved to adjourn the meeting at 1:09 P.M.
