WATAUGA COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING, THURSDAY, SEPTEMBER 3, 2009
The Watauga County Board of Commissioners held a special meeting on Thursday, September 3, 2009, in the Commissioners’ Board Room, Watauga County Administration Building for consideration of a bid award for the construction of the new hospitality house. Those present were: Chairman Deal, Vice-Chairman Winkler, Commissioner Futrelle, Commissioner Kinsey, County Manager Nelson, Deputy County Manager Geouque, Planning and Inspections Director Furman, and Clerk to the Board Fogle.
[Clerk’s Note: Commissioner Cooper was unable to attend due to a prior obligation.]
Chairman Deal called the meeting to order at 1:05 P.M.
Ms. Lynne Mason, Hospitality House Executive Director, stated that the Hospitality House Board of Directors unanimously supported awarding the bid for construction to the low bidder, Wishon Carter with Option 1 for a total of $2,278,700. Ms. Mason stated that minority participation in the project met the County’s 3% percentage goal for construction projects.
The following bids were received:
Vice-Chairman Winkler, seconded by Commissioner Futrelle, moved to award the “grant-portion” of the bid including Alternate 1 to Wishon Carter whose bid totaled $2,278,700 as recommended by the Hospitality House Board.

[Clerk’s Note: The County’s obligation was to be only for the Community Development Block Grant award in the amount of $1,100,000.]
Ms. Mason stated that the groundbreaking ceremonies for the project were scheduled for Friday, September 18, 2009, at 1:00 P.M. and invited the Board to attend.
The meeting was adjourned at 1:10 P.M.
