WATAUGA COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING, TUESDAY, APRIL 4, 2006
The Watauga County Board of Commissioners held a special meeting on Tuesday, April 4, 2006, in the Commissioners’ Board Room at the Watauga County Administration Building in Boone, NC. Those present were: Chairman Deal, Vice-Chairman Winkler, Commissioner Blust, Commissioner Honeycutt, Commissioner Kinsey, Assistant County Manager Geouque, and Finance Director Isaacs. Members of the School Board present were Mr. Andy Reece, Mr. Lowell Younce, Mr. Steve Combs, Dr. Lee Warren, Ms. Deborah Miller, Dr. Bobbie Short, Watauga County Schools Superintendent, and Mr. Paul Miller, Watauga School Board Attorney.
Chairman Deal called the meeting to order at 4:10 P.M.
Chairman Deal amended the April 4, 2006, agenda to include Closed Session per G.S. 143-318.11(a)(5)(i) to discuss land acquisition.
Vice-Chairman Winkler, seconded by Commissioner Honeycutt, moved to approve the April 4, 2006, agenda as amended.

David Triplett and John Anderson reviewed the Capital Improvement Plan for the Watauga County School System. The plan was for a ten-year period.
Dr. Bobbie Short wanted to provide a history and update on the Watauga High School. Dr. Short introduced Mr. Shelton Wilder who offered a brief history of the process in arriving at the status of the High School. Next, Construction Control Corporation presented cost estimates on renovating the High School.
Chairman Deal thanked the School Board for the update.
At 5:50 P.M., Vice-Chairman Winkler, seconded by Commissioner Kinsey, moved to enter Closed Session to discuss Land Acquisition, per G. S. 143-318.11(a)(5)(i).

[Clerk’s Note: Vice-Chairman Winkler left Closed Session at 6:50 P.M. and Commissioner Blust left at 6:53 P.M.]
Commissioner Honeycutt, seconded by Commissioner Kinsey, moved to resume the open meeting at 6:58 P.M.

Absent-2 (Winkler and Blust)
Commissioner Honeycutt, seconded by Commissioner Kinsey, moved to adjourn the meeting.
