The Watauga County Board of Commissioners held a work session on Monday, February 19, 2007, in the Commissioners’ Conference Room, Watauga County Administration Building. Those present were: Chairman Deal, Vice-Chairman Winkler, Commissioner Cooper, Commissioner Kinsey, Commissioner Moretz, County Manager Nelson, Assistant County Manager Geouque, Planning and Inspections Director Furman, and Chief Animal Control Officer Simpkins.
            Chairman Deal called the meeting to order at 4:25 P.M.
Animal Control
            Assistant County Manager Geouque and Chief Animal Control Officer Simpkins reviewed the proposed draft animal control ordinance with the Board. Considerable discussion followed with the Board recommending the ordinance be adopted at their next regularly scheduled meeting.    
Strategic Plan
            Planning and Inspections Director Furman discussed different options for the Board to pursue for long term planning. Two options were strategic planning and visioning. Mr. Furman stated he had received 3 bids to update the County’s current plan which was over 10 years old. Mr. Furman recommended two (2) members of the Board and two (2) members of the Planning Board review the proposals. The Board asked Commissioner Cooper and Vice-Chairman Winkler to review the proposals with the selected Planning Board members.        
Brookshire Property
            Mr. Furman updated the Board on the progress of the Brookshire property. The High Country Soccer Association requested the Board to fund over $500,000 in rough grading expenses. The Association said there would be additional requests for funding to the County. The Board by consensus tabled any decision until the Board’s retreat on March 9th and 10th
